Where do I get a transcript of my video?

Most editing software exports one: in Premiere Pro it is the Text panel, then Transcript, then Export. Or upload the video to YouTube as private, wait for the automatic captions, then download them from YouTube Studio under Subtitles. A file with timestamps (.srt or .vtt) gives you chapters as well.

Why do my chapters need to come from the finished edit?

Chapters written off a script run past the end of the video once it is cut down, and YouTube ignores them or shows the wrong points. Google also lifts chapters into its search results, so wrong ones cost you reach. This tool only uses times that are actually in your transcript.

Do YouTube tags still matter?

Less than they used to. The title, the first lines of the description and the thumbnail do most of the work. Tags still help YouTube match searches your title does not quite cover, like a different spelling or another way of saying the same thing, so a handful of good ones is worth the minute it takes.

Can I put links in a YouTube Short?

Links in Shorts descriptions are not clickable. The one link that works is Related video in YouTube Studio, which points a Short at a longer video on your channel. Use it on every Short so the people who find you on Shorts have somewhere to go next.
